Eldar Hamidov was born in Baku.

In 1997, he graduated from the "Law and Social Sciences" Faculty of Khazar University, majoring in "International Relations".

In 1998-2000, he graduated from Khazar University majoring in "Finance" and obtained his master's degree.

In 2002-2003, he studied at Heriot-Watt University, Great Britain, majoring in "International Banking and Finance".

In 1998-2002, he worked as an economist, leading economist and head of the Documentary Operations Department at Demirbank OJSC.

In 2003-2005, he worked as a leading consultant in various international investment and consulting companies.

In the years 2005-2021, he worked in the various management positions at "Bank of Baku" OJSC.

In July 2021, he was appointed adviser to the Chairman of the Entrepreneurship Development Fund of the Republic of Azerbaijan.

Since April 2022, he has been serving as the Deputy Chairman of the Entrepreneurship Development Fund of the Republic of Azerbaijan.
