Arif Valimammadov was born in 1969 in Baku.

In 1994, he graduated from the Azerbaijan State Institute of Economics, majoring in Finance.

He started his professional career in 1986 at Baku City Police Department No. 13.

In 1986-1987, he worked as a supervisor at the Nasimi District Savings Bank of Baku City.

In 1989-1991, he worked as an inspector in the Oktyabr district Insurance Inspection of Baku city.

In 1991-2002, he worked as a state tax inspector in the Tax Administration.

In 2008-2018, he served as a sector manager, department manager, and deputy executive director at the National Entrepreneurship Support Fund of the Ministry of Economy.

From September 17, 2018, he is the deputy chairman of the Entrepreneurship Development Fund of the Ministry of Economy.

By the order of the President of the Republic of Azerbaijan, he was awarded the "Medal for distinction in public service". He is qualified as a junior adviser in public services.

He is married and has 3 children.
