Osman Khaliyev was born in Sumgayit city in 1985.

In 2007 he graduated from the "General Economics" faculty of the State University of Economics of Azerbaijan, majoring in "Economic Cybernetics".

In 2010, he graduated from Azerbaijan State University of Economics with a master's degree in "Information technology of management".

In 2012-2014, he studied MBA at Brandeis University, USA.

In 2010-2011, he worked as an operations specialist at Access Bank CJSC, and in 2011-2012 at the Central Bank of the Republic of Azerbaijan.

In 2014-2015, he worked as a consultant at "Global Atlantic Partners LLC" located in Boston, USA.

In 2016-2020, he held the positions of business development manager and director in a number of companies operating in the fields of agriculture and food industry.

In November 2020, he was appointed to the post of advisor to the Chairman of the Entrepreneurship Development Fund of the Republic of Azerbaijan.

From June 1, 2021, he served as the Deputy Chairman of the Entrepreneurship Development Fund of the Republic of Azerbaijan.

On November 15, 2022, he was appointed the Chairman of the Entrepreneurship Development Fund by the order of the Minister of Economy Mikayil Jabbarov.

He is married, has 1 child.
