He was born in 1978 in Baku.

In 2000, he graduated from the "General Economics" faculty of the Azerbaijan State University of Economics, majoring in "Accounting and Audit".

In 2020-2022, he completed his master's degree at Azerbaijan Cooperation University, majoring in "Banking".

In 1997, he started working as an accountant in "NORD" EIB ("Dalga" EIB) within the State Special Machine Building and Conversion Committee.

In 2003-2018, he held the positions of leading specialist, chief specialist, department head at the National Fund for Entrepreneurship Support of the Republic of Azerbaijan.

In 2018-2019, he worked as a department head at the Mortgage and Credit Guarantee Fund of the Republic of Azerbaijan.

Since August 2019, he has continued his activities at the Entrepreneurship Development Fund of the Republic of Azerbaijan and worked as a senior specialist and department manager.

From February 1, 2024, he is acting as the Deputy Chairman of the Board of the Entrepreneurship Development Fund.

Civil service has the qualification "Civil servant of the 1st degree".

He is married and has 2 children.
